International Commission on Irrigation and Drainage (ICID), established in 1950 as a scientific, technical and voluntary not-for-profit non-governmental international organization has the Mission to Work together towards sustainable agriculture water management through inter-disciplinary approaches to economically viable, socially acceptable and environmentally sound irrigation, drainage and flood management. Rwanda: Experts call for sustainable agriculture interventions

Agriculture can greatly contribute toward the achievement of the Sustainable Development Goals (SDGs) that seek to end poverty, hunger, inequality and injustice as well as tackle climate change, experts said, calling for more governments' intervention. The experts were speaking on Monday during a Food and Agriculture Organisation (FAO) regional workshop under the theme: "Towards productive, sustainable and inclusive agriculture, forestry and fisheries in support to the 2030 Agenda for Sustainable Development." The three-day- event (from September 19-21) is taking place in Kigali. UN member states last year adopted the 2030 Agenda for Sustainable Development, which includes a set of 17 Sustainable Development Goals (SDGs).

Japan mulls playing role in development of agriculture in Russia's Far East

According to the Sankei Shimbun daily, Minister of Economy, Trade, and Industry Hiroshige Seko will visit Moscow to discuss these proposals before November. A new Japanese agency will be created to support private sector for developing of agriculture in Russia’s Far East. It will seek to increase agricultural production and improve the quality of products using Japanese technology, the newspaper said. Japan reportedly hopes that this program will promote the settlement of its territorial issue with Russia.

China to invest $450 billion modernising agriculture by 2020

The Agricultural Development Bank of China, one of the country's main policy lenders, agreed to loan at least 3 trillion yuan ($450 billion) by 2020 for the modernisation of China's agriculture industry, state media said on Sunday. The Ministry of Agriculture and the bank, which lends in line with government policy, signed an agreement to protect national food security, support the sector doing business overseas and develop China's seed industry, according to the official Xinhua news agency. It was not immediately clear whether this commitment is separate from the bank's plan announced in May to lend 3 trillion yuan for poverty reduction via agricultural investments. The move reported on Sunday also aims to increase the agriculture industry's efficiency and foster rural income growth.

Asia: Climate change pushing need for better agriculture data

Climate change and its pressure on agriculture to adapt is adding fresh urgency, say experts, for accurate data amid a fast changing agricultural landscape. Statisticians and analysts say such issues surrounding climate change are also adding to the challenges posed by food security, poverty, undernourishment and sustainable development. Globally work is underway, led by the United Nations Food and Agriculture Organization (FAO), to prepare regions for the World Program for the Census for Agriculture 2020 (WACA). Officials and statisticians from 21 countries met in Bangkok this week as part of steps ahead of the 2020 global survey. The global census will also assess aquaculture and capture fisheries and look at the impacts of greenhouse gas and ammonia emissions on agricultural activities.

Caribbean region to see increased drought, UN says

Recently, the U.N. Food and Agriculture Organization (FAO) released a report on the impact of climate change on agriculture in the Caribbean region. The report found that the region is expected to see an increase in the intensity and frequency of droughts due to climate change. The Caribbean region includes seven of the world’s 36 water-stressed countries in the world. Barbados, St. Kitts and Nevis, and Antigua and Barbuda are classified by the FAO as water-scarce because they have less than 1,000 m3 freshwater resources per capita. According to the report, one of the main challenges is the low water availability, which affects the agriculture sector and the water resources. The region also experiences a large number of bush fires due to the drought-like conditions.

FLOODS

Floods in India will get worse, unless we take the long term, ingenious approach

With widespread drought followed by unprecedented and heavy monsoons, India has emerged as one of the biggest victims of climate change this year. Floods, flash floods, and landslides have become common across local newspapers in India. According to a recent data published by the Ministry of Home Affairs, Disaster Management Division, over one crore nine lakh people in India are affected by floods. Floods have claimed 850 lives this monsoon, including 184 in Madhya Pradesh, 99 in Uttarakhand, 93 in Maharashtra, 74 in Uttar Pradesh, and 61 in Gujarat. The two worst affected states are the usual suspects – Bihar and Assam, which have a long sad history of floods. The death toll in Bihar reached 249, while nearly 86 lakh people across 31 districts in the state are living in distress. In Assam, the angry Brahmaputra has claimed lives of 36 people, while nearly 35 lakh people have lost their shelter, land, or livelihood. Thirty out of the 35 districts of the state are affected.

Drought affects Swaziland in food security

Half of Swaziland’s population will require food aid by December to avoid nationwide famine, government announced on Friday. The nation is in the grip of a year-long drought, which has severely reduced harvests. Food stockpiles are dwindling. Even if the rains come now, new crops will not be planted until October for summer harvest. Only a quarter of the funds needed to purchase food for an estimated 638 000 people who will be in need by the year’s end are available, reports the National Disaster Management Agency (NDMA). When drought was declared a national emergency in February, donor organisations and private entities pledged assistance.

IRRIGATION

Ethiopia: Enhancing irrigation development to increase productivity, production

The Oromia Irrigation Development Authority (OIDA) has planned to cultivate more than 1,900,000 hectares of land through irrigation in the second year of the second Growth and Transformation Plan (GTP-II). Digsiso Hussen, Communication Directorate Director at the Authority, said, "Four major categories of irrigation schemes are known to exist in Oromia. These are traditional, large-scale irrigation, modern irrigation schemes and private farms. The State has planned to increase the productivity of the agricultural sector and then maximize the benefits of the farmers through exploiting the existing potential of the irrigable lands." He further stated that the State government will tirelessly be working in order to change the system of the rainfed agriculture and transform the livelihood of the society. "The plan will create job opportunities for more than 2400,000 citizens, among these 33,308 are women," Digsiso added.

National policy is needed to drive water reuse in India, says PWC
WaterWorld, 22 September 2016
Government intervention at a national and local level is needed to help develop water reuse schemes across India, according to a new report. In PwC knowledge paper - “Closing the water loop: Reuse of treated wastewater in urban India” – the organization said there is a need for developing wastewater reuse as a sector. Water stress has become a perennial concern in most Indian cities. India is expected to add approximately 404 million new urban dwellers between 2015 and 2050. This rapid urban growth will be linked with higher industrial output and greater energy demand, thus adding to the urban water stress. Institutionalizing the reuse of treated wastewater can help utilities in addressing this challenge in an effective manner. Such a situation warrants utilities and the government to ensure optimal use of available water resources while duly addressing the social, economic and commercial considerations, the report said.

Modernizing the water future of Central Asia

The Central Asia Water Future Forum and Expo is being held on September 19-22 in Almaty. Organized by the World Bank, the event brings together over 200 policy makers and practitioners from governments of Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan, and Afghanistan, the international community of water practitioners, as well as regional learning institutions, universities, civil society and media representatives. Like many regions across the world, Central Asia is seeking to make the best use of limited water resources, and is exploring ways of modernizing the tools and institutions in this area. This event improves access to global good practices in modernizing water resources monitoring and management in a changing development and climate context.

An important step in strengthening coherence is to assess the existing state of coherence within a given country and identify potential entry points for strengthening it. In relation to this, this Diagnostic Tool can assist you in: identifying and mapping the scope and nature of linkages between agriculture and social protection interventions in their countries, including supportive and constraining factors; and understanding people’s experiences and perceptions of linkages between agricultural and social protection programmes and how these linkages (or lack of them) affect their livelihoods. This will provide a basis for identifying options for strengthening coherence, which will inevitably depending on specific country contexts.
